1月18日のTwitpic停止はロゴのみ
Twitpicに質問メールを出したところ、回答を頂けました。
SOPA Blackout Dayに賛同し、SOPAへの抗議活動は行われるようですが、停止されるのはTwitpicのロゴのみでありサービスは継続されるとのことです。

Hi Akimichi,
Twitpic will be participating in the SOPA protests by blacking out only our logo, not the entire site. Everything will still be operational and working, so no one needs to worry about the service being down tomorrow.
